CMA Fast-Tracks ABF’s Hovis Acquisition for Full Review
The UK’s Competition and Markets Authority (CMA) has moved Associated British Foods’ (ABF) planned acquisition of Hovis directly into a detailed Phase 2 investigation, after the companies requested the merger be fast-tracked.
The deal would bring two of the UK’s leading bread brands under one owner, combining ABF’s Kingsmill business with Hovis. The CMA’s decision to move straight to an in-depth review indicates potential competition concerns in the packaged bread market, particularly around pricing, choice and promotions.
The regulator now has until June 2026 to complete its assessment and determine whether the merger can proceed, requires conditions, or should be blocked. ABF has emphasised that the acquisition aims to strengthen its bakery operations and support future investment in innovation.
